
The CCC certifies lithium batteries, lithium battery packs, mobile communication power supplies, and portable energy storage power management systems
In 2023, lithium-ion batteries, mobile power supplies, and portable energy storage power supplies will join the CCC certification group, with a transition period of one year, from 2024 to 2023.
CCC certification will not be available for the above products during the transition period. To avoid the transition period, cycle instability, and delay in listing and shipping of the whole machine, relevant enterprises should apply for certification in advance from August 1, 2011, or require battery companies to provide CCC certification if they use lithium-ion batteries 2023.

In line with the applicable technical standards outlined in the "Guidelines from the General Office of the State Council on Extensively Progressing the Reform of the Enterprise Management Accounting System of the Electronic and Electrical Company Industry" (Guo Changfa (2022) No. 31), The General Administration of Market Environment Supervision has decided to enforce compulsory certification for lithium-ion batteries and battery packs used in the design and use of electronic and electrical products, as well as mobile power systems and power adapters/chargers related to China Telecom’s terminal products (referred to as newly included products). The following are the relevant requirements:
On August 1, 2023, the designated certification management agency will begin accepting applications for CCC certification for newly included enterprise products. This is in accordance with the "Mandatory product quality certification system implementation social rules information network technology teaching equipment" and relevant legal standards listed in the annex. The safety certification process can be carried out by these designated service institutions. Effective from August 1, 2024, all company practices including factory operations, sales, imports or use of Chinese products must have the CCC certification mark; Those without it will not be permitted. This list of newly included designated certification service agencies and laboratories will be announced separately.
CCC certification scope of newly registered products can be found in the attachment. A CCC certification process is currently being carried out for lithium-ion batteries and battery packs used in portable electronic products; CCC certification should be carried out when conditions are mature for lithium-ion batteries and battery packs used in other electronic and electrical products.
In view of the GB31241-2022 "Portable electronic information products for lithium-ion batteries and battery pack safety management technology specifications" being mandatory on January 1, 2024, certification services can be designated in accordance with the standard requirements to carry out some related research products CCC certification system work in order to reduce the cost of certification of production enterprises.
